Happy Lab Week—Pass the SALSA, Please!

Happy Lab Week! It’s that time of the year when we come together to recognize the unsung heroes of the medical world—laboratory and reimbursement professionals. These individuals play a crucial role in ensuring laboratories operate smoothly and efficiently. From managing finances to navigating complex regulations, their expertise keeps the wheels turning. Amidst the celebrations, Lab Week is an opportune time to shed light on significant developments in the laboratory landscape. The Protecting Access to Medicare Act (PAMA) of 2014 has brought challenges and opportunities to the forefront. While the bill was intended to improve the Medicare payment system for laboratory services and promote price transparency, it has instead resulted in Medicare payment cuts totaling $3.8 billion since its implementation. These massive cuts have threatened access to laboratory services for Medicare beneficiaries through:

  • Reduced Reimbursement Rates
  • Impact on Rural and Underserved Areas
  • Disruption of Services

Routine lab testing plays a crucial role in preventive healthcare by detecting potential health issues early, allowing for timely intervention and treatment. Without congressional intervention, we can expect further reductions to these services, with some offices being forced to stop services or close their doors altogether.

While Congress introduced a bill in late 2023 to delay further cuts for the fifth consecutive year, the cuts are slated to resume in January 2025, putting another 15% in reductions at stake. These delays are like putting a Band-Aid on a gushing wound—while it covers the problem temporarily, the bleeding won’t stop unless we address the underlying issue. Our sustainable fix is to pass the Saving Access to Laboratory Services Act (SALSA). SALSA stands to permanently reform PAMA and requires the collection of representative data from the entire laboratory market, ensuring that reimbursement rates accurately reflect the cost of providing these services.
