ACR Supports New Bill to Penalize Insurers for Delayed Payments

August 12, 2025

The American College of Radiology, American College of Emergency Physicians, and American Society of Anesthesiologists are backing the bipartisan No Surprises Enforcement Act, which would fine insurers that fail to pay physicians within 30 days after losing an Independent Dispute Resolution (IDR) case under the No Surprises Act. The bill aims to curb widespread delays and nonpayment by insurers—who lose nearly 80% of IDR cases—which threaten provider sustainability and patient access, particularly in rural and underserved areas. This legislation highlights ongoing payer compliance challenges, the financial risks of delayed reimbursements, and the potential for stronger enforcement to improve cash flow and revenue cycle stability.
